I had the opportunity to meet and speak with Dr. Gábor Lukács this past weekend, and my paraphrasing of his general advice was to skip the CTA (or email them to retract your claim if already submitted) and sue them in federal court, because the CTA is too friendly with the airlines, and federal cases set precedent.
This came up over an issue I had with AC where I had already filed a CTA complaint, and to be honest I don't have the energy for Canadian federal court to maybe recover low four figures, even if it would set some great precedent. So I am not telling you to do that.
But the secondary advice was to sue them in small claims, which is much easier (especially if you live in Canada, or even better BC).
