Add Hilton Garden Inn Chicago Central Loop to the list of hotels playing by their own rules and excluding gratuity from the credit.

At the time, I didn't know if excluding tips was legitimate or not, and I asked a supervisor to send email citing the Hilton corporate policy. I guess I now know why no such email arrived.
Also, the buffet at Hilton Garden Inn Chicago Central Loop is $26 per person before tax, which is a pretty long way from the $10 credit. (Obviously, if I had had the buffet, the issue about the gratuity would not have come up.)
