About half the time, they would simply remove and replace the hanging towels. The rest of the time, they would leave the towels there, but fully restock with new towels on the rack.
On a side note, housekeeping here can service rooms into the early evening hours. On a couple of occasions, I left the Do Not Disturb light on unintentionally. I turned it off around 6pm when I went to dinner, and the room was cleaned when I returned around 9pm. I never requested it, but it was nice.
