For the second one, it's not "a hidden bucket". It's dynamic. One pax with one fare may not be able to confirm an upgrade on a flight, while another pax on another fare might.
Making it dynamic is essentially making it a hidden bucket. Otherwise anyone with a latitude or PY flex fare should be able to upgrade equally. If latitude can’t and PY flex can on the same flight then that is a new bucket, even if it’s temporarily creating a class / space.
