It’s really not all on the TMC’s to just do as they are told by an airline to get with the program. It helps to have rules, guidelines and some semblance of order in how to handle NDC bookings.

it’s good that a working group is in place to help set up some guidelines. It won’t stop the blame game or finger pointing, but it shows an effort being made.
