As for Hirado, I've never stayed at a "luxury" or even a near-luxury hotel or Ryokan Osen there (such a place may not even exist that meets such standards), rather, it's all pretty much been your average onsen-for-the-masses kind of place. We don't stay at Onsen Ryokan or hotels in Hirado that often (Unzen, Ureshino, and Obama are much closer and offer a better and wider selection), but as a data point, the last place we stayed at (just this year) was the Yukai Resort: Hotel Ranpu, Hirado. Yukai Resort is a small onsen hotel chain with hotels in Unzen as well. It's been around since the 80s and it probably won't meet your standards but it had a decent onsen spa (hot and cold baths with sauna) and the ocean view is very nice, but the rooms are dated. This is very much the state of such onsen resorts in Nagasaki Prefecture, so frankly, I'd just search online to see if you can't find something more to your liking.
