Considering the required train ride (and no option for walking), that location seems less than ideal.
DEN is probably my 2nd least-frequented hub on the mainland (second only to SFO) and my only INTL to/from there has been YVR with preclearance on the YVR end so I could be very mistaken but IIRC "all" of UA's gates on A can be diverted to FIS. I have no idea if/how many UA gates on B are FIS capable however this detail from DEN's website would imply "none" which would make A make the most sense at least for _arriving_ INTL flights for a PL location:
If you are arriving from another country and have not cleared U.S. Customs and Border Protection, you will arrive at the airport’s A Gates. When you disembark from the plane, you will be directed to U.S. Customs and Border Protection, located in Jeppesen Terminal.
The A gates are also getting a ton of large mainline use -- e.g. my last several DEN-CLEs have been on 739s out of A-something; I seem to recall them being on AC that were arriving from exotic locales

I don't see this being viable/making sense -- A already has one UC (and I don't know why it would need a 2nd...at least at this point) while the club locations/concourse geometry would make losing either of the existing UCs on B painful... I've already been not favoring DEN on my itineraries where it is an option because of the UC situation during the renovations.
Unless they wanted to turn the Club Fly into a PL which I would be mostly OK with -- but I doubt it would do well as a PL....Might get crowded quickly.
