Other option was electronic delivery, but since they were intended as bday presents I opted for physical cards and only shipping address was asked to be provided.

The merchant is responsible for the goods until they are delivered, so the customer choosing a non-traceable shipping method is not an excuse to not resend or refund the goods.
This looks like a straightforward case (unless the merchant has proof of delivery or it was a payment via PayPal).
I also asked for tracking number and I was told there was none. Paid directly with CC
