Change fee bait and switch (website inconsistency?)

My apologies if this had been discussed here elsewhere as I'm not a regular on this sub nor on AC itself.

Was trying to compare fare options and add-on fees for something like LYS-WAS/BOS-FRA via Montreal. On the flight and fare selection page AC advertises that Basic fares are changeable for a fee and even asks you to switch to Standard for free changes (even though it first says "for a fee" when selecting the flight itself). Of course, if you take the bait and select Basic you end up with no changes at all allowed for any reason (refund only for rejected visa and death of pax I suppose); if you take the bait for Standard you still incure a ~150CAD fee.

Has this been normal? Of course I know to trust what is in the actual fare rules, which is going to be the most restrictive but this certainly feels like false marketing / bait and switch or whatever we may want to call that.

Switch to Standard for free changes (???)
