You're right, it's not better. I got confused with the introduction Hertz gives when offering the LDW (it tells you the costs you must pay when you DON'T have LDW). Still, there's not much information, but from what I understand, having it exempts you from theft/damage (without a maximum?), whereas credit card insurance has a maximum of $75,000 USD. Certainly, Hertz's LDW is better, although I'm a bit wary due to the lack of information.
