Believe you are referring to the Changi Transit Programme. Econ pax could access the Ambassador Transit Lounge with a roundtrip purchase that includes a Singapore transit. I don't believe that programme is in existence anymore. As for Plaza Premium reviews others may be able to chime in...I don't have any experience with that lounge.
