If the rate includes LDW, then there is nothing to decline and you cannot do so. I would check with your insurance company as to whether there is any issue if unable to decline it

If it is a case that you have a Hertz Gold Plus account and that your preference is set to include LDW in the region that this rental is for, then changing the option would fix it if it isn't included, just being added on
