The thing is that there are over half of seats available in business class on BR28 tpe to sfo in early August, but I have to wait list. However, BR7 sfo to tpe in early July have less seats available in business class, but I was able to upgrade immediately.
You're flying on a route that historically has had very, very high demand up to the last minute. If demand is still high, EVA will see problem in retaining seats for sale instead of releasing them for upgrade.
