Yes, I've encountered this quite frequently myself. I think it's almost always better to cancel and rebook rather than change twice given this possibility.
Still no need to cancel. Simply changing to another flight was enough to open up inventory in the lower fare bucket.

They can be a hassle to manage, but I'll gladly accept that over no change fees.
