Yes. But I reckon that will only happen if a customer knows about this policy & thus decides to pay for seat selection in advance. But many low tier/non FF members probably don't even know about this policy & will be set up for a rude shock when they find out. At which point they will decide never to fly Finnair again (and post negative reviews online). As for the consumers who know about this policy in advance, some may decide to fly other airlines for this very reason. So net net, it may actually cause Finnair to make less money. But of course, I'm not a Finnair accountant so can't say for sure.
