Since some of the guys in my company have travelled in Y / PY (without CX/OW status) on numerous such bookings, most ground staff (esp. outstation) seem oblivious to such.
Personally I have OW status but have seen it happen to them when travelling together.
It also seems that if the traveller uses their Asia Miles to upgrade from Y to PY, they lose this perk by default.
Makes quite a lot of difference when you have business to attend to after landing.
Surely CX must ensure that priority baggage clearly shows in the airport / ground staff system when checking in!?

No point deliberating with ground staff when they don't believe that you're entitled to it!
It is shown in the system. Note, only business plus bookings made via the online portal are eligible for priority baggage.
Priority baggage is encoded in the barcode of the luggage tag. A message is sent to the check in system specifically for priority baggage (as opposed to a free text message). You will notice the text on the baggage tag specifically say ‘J’.
