Hi apologies if this have already been discussed/answered but my search did not yield the answer I am looking for.
Firstly for context I am UK based and generally use our Halifax Clarity card for oversees travel and travel related bookings as it has no
fX fees. I never accept DCC/Dynamic Currency Conversion where the transaction.
We are travelling to Thailand next year and Agoda currently has a very good rate on an upgraded room at one the hotels we will be returning to for a week of our trip. The rate can be cancelled up to 20 Jan 2025 with payment taken on 17 Jan 2025 - less favourable rates elsewhere have an additional month to cancel but am happy with January. Aside from the fact I find it odd that the payment date is before the last free cancellation date

I am unclear if the exact rate I see on screen today (£3,230) is the exact amount I'll be charged. At least I thought I was clear until I spotted a 'Pay Later:

(i) Display Currency-Related. If your Charge Currency is different from your Display Currency, an additional 5% will be applied to your Charge Price, unless: (A) you are paying with a US-issuer payment card whose default currency is USD; or (B) you are paying with a US-issuer payment card and booking from an IP address located in the United States.
(ii) Product Currency-Related. You may make a booking with Pay Later or an equivalent option selected (“Pay Later Booking”), in which case you would make such booking on a certain date (“Booking Date”) but would be charged for such booking on a later date (“Charge Date”). If your Charge Currency is different from the Product Currency for a Pay Later Booking, your Charge Price will be calculated from the Product Price using the Bloomberg Rate plus five percent (“Bloomberg +5%”) on the Charge Date, unless: (A) you are making your booking from an IP address located in the United Kingdom; (B) you are paying with a US-issuer payment card whose default currency is USD; or (C) you are paying with a US-issuer payment card and booking from an IP address located in the United States. If the conditions for applying both section (i) above and this section (ii) are otherwise met, only the price increase described in this section (ii) would be applied.
In respect of the above, an intermediary currency, typically USD, may be used in the calculation of currency amounts. As such, please note that the Charge Price may be calculated from the Product Price by first arriving at a USD amount from the Product Price (e.g. on the Booking Date) and then arriving at the Charge Price from that USD amount (e.g. on the Charge Date). Note that a difference in USD exchange rate can occur for which Agoda does not take responsibility.
My reading of this section is that because I am making the booking from IP address location in the UK I will be charged the amount stated in UK £ and this won't fluctuate or be subject to the +5% Bloomberg rate. Am I correct? Otherwise with 5% added on I'll stick with a standard room and keep an eye on any offers over the the remainder of the year (though the hotel does tend to sell out). Also the Thai baht to UK£ exchange rate is not too bad at the moment compared to March 2023 so would be happy to lock in a rate at the moment.
Have only used Agoda before for a prepaid rate so this wasn't a factor although I did in fact cancel and was impressed at the ease and speed of the refund process.
