I tried taking a left onto Silom Rd, walked past Surasak, and it dead-ended into another road—had no clue how to reach the river from there.

From the Holiday Inn Silom, walk south to Surasak BTS Station. Take the train one stop to Saphan Taksin Station. Exit the station and turn left. At the Chao Phraya pier will be boats that go to the Grand Palace. For the Grand Palace, you want to go to the N9 Chang Pier.
