Yeah, I think that's the key point. They're not doing this "in economy", they're doing it on Basic and Standard fares.

Standard fares say (and have always said?) "Make your Standard seat selection: For a fee on flights within Canada and to/from the U.S., and on select international itineraries"

It sounds like it didn't match the marketing before, and it does now.
