I haven't been tempted to use a NUA here (since I can see the hotel from my flat :P), but the new years eve period (either lunar or calendar) is going to be one of the hotel's busiest periods so it is very unlikely that they'd be able to upgrade you from your base room, even if you could apply an NUA now.
I guess you need to keep checking if it becomes eligible (personally I've found that immediately after booking, or a few days before a stay, the mobile app says the NUA isn't possible - but on the website I have a bit more luck).
