Lowest class business awards don't get it, I'm pretty sure all paid J gets it.
Edit: I missed "award" in your post, correct, you don't get it. An eligible BP will say "Signature lounge" on it.
Hmm, 4 Business lowest award tickets across 3 different PNRs are all still implying access to the SS when you follow through clicking the Pre-order Now button in the app.
