Most bank staff at branches I frequent aren't any more excited to deal with old money than hotel front desk clerks, but they usually grudgingly help me out, as long as I'm not trying to pass off anything obscure, like these bad boys, for example
If you do happen to fall upon several million Y0.01 notes or a vat of plastic Y0.10 coins, you can unload them at banks that are legally required to accept them (I want to say that PBOC and Agriculture nationally, and a small subset of branches for others).
