There are hotels in this price range, e.g., Courtyard, Hilton Garden Inn, Novotel, within walking distance of Mall of the Emirates. Not a great neighborhood in terms of amenities, but you have the mall and Metro. I like Deira, the traditional old part of the city, but it's not to everyone's taste. There aren't many international-standard hotels there, but for example the Hyatt Place Wasl District is a decent option, or the Hilton Garden Inn Muraqqabat. Or across the creek in Al Seef, the Hampton Inn and Canopy are modern and solid. Or look at the Al Seef Heritage Hotel, which has a lot of character, spread out among buildings designed as a traditional old bazaar. It can be had for your price point at times (e.g., around $100++ for an advance purchase rate from 12/07-09), though the space might be small depending on how large your family is.

I also like Sheikh Zayed Road, as an easily accessible and central location. There are plenty of hotels there, such as Four Points, which is dated but OK. (Yes, I am an expert on the lower-end flags in the major international chains, so sorry I can't give you more local options.)
My favorite hotel in or near Diera is the Hyatt Diera and the Hilton Al Seef Heritage Hotel. I just like that side (more authentic) compared to the metal jungle further west where all the tourists hang out.
