That Qantas will allow extra luggage beyond the ticketed allowance, does not apply onwards. The Sapphire baggage benefit is for 2 pieces, not 3

I think that the purpose of the DOT rule is to prevent travelers from being hit with additional baggage charges in the midst of a journey. That suggests to me that AA will not make any collection when the through-checked bags are dropped at the AA re-check desk after Customs.

I will be interested to hear what the OP's actual experience is in this case.
