They should be held accountable and fined for things like this.
The worst part is it's not even about knowingly adding more restrictions. They believe the UK regulations are more stringent than they actually are and there's seemingly no convincing them that they're mistaken. Once an ID card holder flying from CPH was sent back from MAN for not being eligible to enter using one, and FR Immigration instantly told the handling agent basically "why the HELL did you let them board? We'll get a huge fine from immigration now", which is precisely what they're exempt from in this scenario.
