Happy to say this technique seems to work for me.
Truth. To add a little detail, Since the Christmas holidays, InComm cards bought at brick and mortar sometimes lock up permanently if you swipe for a full $500. When that happens, you have to get a replacement card sent. InComms bought online (Simon, VanillaGift.com, TheGiftCardShop.com) so far are BAU full 500.

BHN cards are more nuanced and random.

I can confirm, things got trickier once I started doing multiple swipes at load time. For example (and to add dp), today I tried $699. 200 SE from ODOM +499 InComm from Safeway. First, I tried my Serve AMEX and got "load limit reached", switched to Serve Visa and got "500 max" so I said "ok, let's just load 499 then, and load the rest on another debit".
​​​​​​That went through fine, so I moved on to my One card and loaded 400 as 2 x swipes of 200 SE cards. That worked fine, so I said thanks, see ya later.

Never had any trouble at all loading one card per swipe. It's just easier..

PSA, reminder that I have very friendly CSRs at this WM. I do not recommend drawing this kind of attention to yourself if you don't have very friendly CSRs. Any time I see a new face, I fall back to one swipe, one load!
