The normal operations plans are generally if plane is originating in YYZ and then going YYZ-YVR-YYZ is for flight to be double catered in YYZ. This saves on turn times as well. There is only so much they can change the plans to based on catering capacity as well. So eventually they can adapt but it's not always easy immediately.
