I've had this issue before as well. I just tried, with a current reservation:
1) Go to: https://www.jal.co.jp/jp/en/inter/reservation/
2) Click the hamburger by MENU in the top right
3) Select the "Reservations" icon at that top (International Flights tab)
4) Fill in the form under NON JMB MEMBER

I believe when I was logged in under JMB member, it could not find the reservation
