I have been using MPC for about 10 years. The current version was updated about a year ago. Basically , you submit your information on the APP with you photo and it gives you a QR code. This is not electronically submitted to CBP. When you get to the desk, you scan the QR code and give the officer your passport. The information on the QR code is transferred to the CBP officer’s computer terminal. No photos are taken by the officer and you declare anything at that time. The Officer in Seattle basically stated the system on their end is not working properly. SFO, they did not even ask for the QR code and took your photo like the non MPC lines. So, that is why I ask.
