The legacies "permanently" removed change fees (their words, 2020). They are not bringing them back. The BE fares, as well as fare differences when changing (and very high checked bag prices, if you have to pay them) fill that gap. But no one has even hinted at this turning, not even DL when it attempted to change its program so drastically the customers revolted.
Indeed, people who buy BE are the ones willing to pay if things change. Fine with me.
AA even loosened its basic economy policy recently to allow cancellations for a fee. It's not enough to convince me to sink money in to a ticket but it's an indication that the policies are getting looser, not tighter.
