Background checks screen for boring people. And catches boring people, and people with some seriously sketchy hobbies they keep very on the DL.
A clean record could mean someone has been blackmailed successfully many times; I'd just as soon take the unembarassable pot smoking homosexual commie to watch my gold as someone with a clean sheet.
