My last few flights I have seen the FA have a list and we were directly approached. However, the FA then declared we were entitled to snacks as well. I said I didn't think so and showed our Comfort fare boarding pass and said the Bistro menu says drink only. She insisted we select some snacks to take home if we wanted.
While there was an upgrade problem at the gate (I was eupgraded for all of about 10 minutes then I was downgraded back to my seat) I had the impression the FA was given a printout that said, these seats and these passengers are entitled to some free things from the cart.
The row behind me had a similar discussion.
I think there's too much to sort out between Latitude, Comfort, SEs, the discounted bistro voucher, and other qualified people I haven't thought of. It might be simpler to consolidate this into one: The Pre-boarding voucher can be purchased for X dollars. Latitude, Comfort, and SEs all get one included in their fare. If you are SE and you buy a latitude or comfort fare then you get two.
There's almost no enforcement of the $1 price difference between the prosecco and business wine and other alcoholic drinks. I would think AC would find it simplest to just do away with that difference at least for North American travel.
