OK - then I'd guess the "extraordinary circumstances" would be their next argument.

It similar to the snow storm that hit the UK (I think it was 2010). That put LHR out for a few days with aircraft unable to move due to a few inches of snow. You could argue that DXB should have been more prepared, but there's only so much you can do if staff can't physically get to the airport.
