Not entirley correct, yes on the 16,17th and maybe the 18th it can argue weather, the 19th there was no adverse weather, the airport was accepting arrivals, simply it made a business decision not to connect passangers in order to free up space and allow stranded passangers to get home. EU / UK and US flights would be covered by relevant compensation laws. EK will try to suggest its weather related but by accepting arrivals into Dubai only, its accepted its not weather.
