This type of dual-pipe chilled water HVAC system is quite common in Europe as well as in older NYC buildings. The entire building, or complex, can only have either heat or A/C but not both. The transition season is always difficult to nailed down yet it is often in May (heat to A/C) and October (A/C to heat).
