No. If issued 7/1/24, you have a full month to schedule use on 8/3/24. To answer your question, the reason to allow 2 extra days is that the first 2 are practically unusable. I'm only addressing use close to the anniversary date, so maybe 368 days is the most reasonable request.
Your perspective seems to be to accept everything, which is OK. My solutions are (1) allow a points hold and FNA swap, (2) or 368 day expiration (previously I said 13 months), or (3) allow an anniversary date change. I have no idea what is easiest for IT.
