I would select your favourite car company, phone them and ask how they handle this. Look at their website for the central number and ask to be connected to the PER agency. Most likely they will have a car ready for you and the keys will / should be left with someone in some place. They should be used to it and equipped to handle rental pick ups / drop offs after the office is closed.
