EWR taxis may pull those stunts (I'm not sure as I never take them), but NYC taxis don't. NYC taxis are required to use EZ Pass and pass on the discount, and only charge tolls that are actually incurred (except they charge roundtrip tolls for trips to destinations outside the City (including to EWR) where they aren't allowed to pick up passengers, and trips over the Marine Parkway and Cross Bay Bridges--presumably because Rockaway-originating fares are scarce).

Uber/Lyft bakes the tolls into the quoted fare on the app, so you pay the same price whether you take a toll road or a free road, but you also know exactly how much the trip is going to cost when you get in the car. The only extras with Uber/Lyft are tips.
