My understanding is that LO always offers Plusgrade bids, no matter the availability. It is of course possible that someone will cancel and a seat becomes available, but it's quite unlikely.
True, it will be offered even if it's full. However, they are so cheap and desperate you can "bid" £4.50 for a front row seat on domestic economy
