Does SQ open up award availability close in if the seats don't sell?

Looking at SIN-HND, it's Z9 C5 J0 no business award waitlist option (flight is in ten days). Seat map is 3/4 empty.

I have an award in premium economy but it's an overnight flight so I really hope to be in business
