Once a card is declined, I have never been able to get it to work at another merchant for any amount. I have also waited 48 hours to try it at a second merchant, with no success. Most of my locked cards have been Pathward's.
Have you been trying for less than the full balance of the gc and still had the cards get declined/locked? If so, that's odd as it has not been my experience.
