Hotels can certainly choose to upgrade whoever they want for whatever reason. A non-Globalist can get an upgrade and hotels tend to upgrade those without status in an effort to provide them with a memorable experience to make them want to return.

Hyatt never says you should get upgrades ahead of other guests. Hotels can and do decide room assignments based on a lot of variables. Most of the time, it goes by status.
So a property could pursue a “surprise and delight” strategy and try to convert non- or low-level-elite first time customers to recurring customers by giving every available upgrade to that customer group, and leave the Globalists in their reserved rooms?
