Help with Lost / Delayed Baggage

Sorry if this is in the wrong forum - if so please redirect me:
I was on a long multi destination flight (PIT-LGA) then LGA-DCA-MSY combining vacation and a work trip. During my flight from NYC to New Orleans, I was rerouted through Charolette due to a cancellation (and then delayed/cancelled several times due to weather). When I arrived at my destination 12 hours late, they did not have my bag. I filled out the initial form for a delayed bag - but after the entirety of my trip I still do not have my suitcase. (Been back home for 2 days now)
At this point they are trying to get me to fill out the claim for bags delayed more than 5 days but my problem is declaring values/ providing receipts for a very large suitcase that has most of my clothes. I could probably do this for my suitcase which was expensive and purchased a few months ago, but for the half dozen to dozen items of every kind of clothing and every other little thing in there (I was gone for 12 days with obligations to dress for different weather conditions and levels of formality) this seems impossible / ridiculous.
I've called their support line daily for quite some time now and I'm at the point weirdly where they won't even let me speak to a human (I was promised a call from them some time ago.) At this point I'm not sure what to do / how to fill out the form or if I should start looking into pursuing legal action? Maybe that's crazy but it seems like they are trying to break me down so I can't actually get anything resembling the cost of the content of my suitcase (much less the money spent on the clothes i bought while traveling since I didn't have my suitcase for 5 days.)
