Sent in the form with a note about how my wife doesn't yet have enough miles in her account but plans to transfer from Citi. Received a response less than 12 hours later stating they can't approve the online access because "
It is not applicable to apply for the online service function if the member has only earned Award miles from joining online or filling in completed data in the account". Obviously my note was ignored. Sigh.
Update: I transferred 1000 Citi TYP to my wife's Eva Air account, waited until the miles posted, and re-submitted the Online Services Request. This time it worked! Received an approval email ~12 hours later.
