The answer is: that's how the rules were written. You book any eligible night, and then you can apply the SUA.
If they wanted you to be able to "just pay 15k a night and apply a suite award" without award availability, or apply a suite award to a non-eligible night, or any other shortcuts / loopholes / tricks, they would have allowed it. They didn't.
Could be driven by how the system implementation works, not how they would want it to work. Perhaps the goal or requirement was to make the system behave the same for revenue and award stays that get upgraded?
But it is what it is, and it for sure makes no sense for the hotel/system to hold a suite
and the original standard room.
