Why at a Category 4 property on Standard dates with no Award availability can’t you just pay 15k a night and apply a suite award? I believe is the main point OP is trying to make.
The answer is: that's how the rules were written. You book any eligible night, and then you can apply the SUA.
If they wanted you to be able to "just pay 15k a night and apply a suite award" without award availability, or apply a suite award to a non-eligible night, or any other shortcuts / loopholes / tricks, they would have allowed it. They didn't.
