I guess OP is mainly asking -

If the standard room is not held in limbo then why does one need to be available to book and apply a Suite Award (assuming a Standard Suite is available)?

Why at a Category 4 property on Standard dates with no Award availability can’t you just pay 15k a night and apply a suite award? I believe is the main point OP is trying to make.
