My understanding is, it's determined on a case by case basis. If multiple flights are delayed, good chance that the lounge will remain open. If it's a single flight from a partner airline, probably not.

Some airlines do have official policy that the lounge will remain open till X min before the last flight departs, but I don't think AC has this policy officially.
