I got some additional context after that post. This is clearly messy and fluid, and I think AC as a whole and individual staff are doing their best to cope, but it's a struggle.
It turns out the voucher was because my original YYZ-YYC is basically not catered - it's essentially the same as what AC said flights <2 hours were going to get. So nothing to do with it being Signature. My companion's flight is not currently showing a catering disruption, hence no voucher for him.
I received an e-mail about that disruption with considerable detail, full text in the spoiler tag.

A labour disruption at Gate Gourmet, one of our catering providers in Toronto (YYZ), began Tuesday, April 16, 2024. While the majority of our flights remain unaffected, food and beverage service is modified on several flights, including yours.
We’re very sorry, but this means food and beverage service on your flight is limited to the following:- Business Class: Hot meals will be suspended, and the service will be adjusted to include a snack basket and water service
- Premium Economy: Hot meals will be suspended, and passengers will receive a packaged light snack such as pretzels or a cookie, along with water service
- Economy Class: Air Canada Bistro items will be unavailable, but passengers will receive a packaged light snack such as pretzels or a cookie, along with water service
We understand the inconvenience this causes, and we are pleased to offer you a meal voucher to use at the airport before your flight. Please arrive at the airport early so you have enough time to collect your voucher and enjoy your meal.
Here’s how to claim your voucher:- If you’re starting your trip in Toronto (YYZ), you can collect your meal voucher from an Air Canada check-in desk
- If you’re connecting through Toronto (YYZ), or if you’ve already cleared security, you can collect your meal voucher at the Air Canada Customer Service desk

Somewhat confusingly, I received that e-mail quite a while after changing
off that flight, so I thought my original hypothesis was valid and I might get a second voucher for the disruption to this new flight. If anyone from AC is reading this, it would be helpful to put the flight number in that e-mail, in case of any changes to an itinerary.
