If it is super important to the BR flight to TPE (which I assume it is), I would play it safe and take the earlier flight. You can store your luggage at the airport and take the UP Express into town. If things go wrong with that flight, there is still the evening flight.

Interestingly enough Expertflyer shows quite a few published BR fares to TPE from both YQM and YFC, however, the routing details show that only WS flights are permitted between YQM/YFC to YYZ - this doesn't really work since WS only serves YQM between mid May and October and doesn't fly into YFC at all if my research is correct. Some fares also show a strange routing like YQM-UA-SFO-BR-TPE or YQM-UA-LAX-TPE, how is that supposed to work when there are no UA flight to YQM???
